-Profile of the Community Development Commission-
Developers interested in creating business facilities will find a city government that makes it worth your while to come to West Covina. West Covina has helped to create the Partners Awards, an annual celebration of public-private partnerships that is only one example of the city's commitment to doing business with the private sector.
With more than 20 years of experience at helping business make West Covina home, the city's Community Development Commission knows how to lay the kind of secure foundation necessary for private enterprise.
The agency offers expertise at buying and assembling land for projects as well as relocation assistance for existing businesses.
Sites which represent a variety of public-private partnership opportunities are available from 5 to 57 acres.
The agency can provide on and offsite improvements and direct dollar contributions by diverting tax increments back into projects, allowing a growing business to sink strong roots in its early economic years.
These public-private partnerships have resulted in numerous projects, from single pad retail anchors to multi-million dollar office complexes. The Agency has helped build a variety of smaller shopping centers as well as a restaurant row, an auto plaza, and the California State Bank tower, the Valley's first high rise.
The Community Development Commission also is working toward the transformation of Eastland Mall into a power center which will provide an ideal blend of retail, restaurants, and entertainment. Anchors include Mervyn's, Marshalls, Ross Dress for Less, and Sportmart.
One of the Agency's showcase projects is The Lakes, a $28 million mixed-use offer complex that has become the East Valley's prestige address for business.
The two four-story phase one facilities were more than 75% leased less than a year and a half after their 1990 opening.
The West Covina Community Development Commission has the ability to:
- Assemble or acquire land for re-use
- Clear and grade land
- Provide project design assistance
- Rehabilitate or reconstruct deteriorating structures
- Provide financing methods to implement a project
- Provide relocation assistance and benefits
- Conduct economic studies to assist business
