Department Budget Information

The Community Services Department provides for the protection and enhancement of City parks, recreation facilities, and community services. Through planning, information, and direct stewardship, the Department aims at improving the safety and quality of life in West Covina. Objectives inherent in this effort require not only promoting positive social behavior, interaction with others, self discovery, and skill development, but also implementing and supporting a wide variety of services for all ages, backgrounds, and needs through use of the Department's administrative and collaborative resources.

Recreation Services
Residents are encouraged to visit the Community Services Department for a full description of the many healthy and productive leisure related services offered by the City of West Covina. For a nominal cost, activities available include after school recreation, Tiny Tots, aquatics, adult sports, summer day camps, and classes. Athletic field, facility, and park reservations are also available for persons planning an athletic event, wedding, birthday party or other event.

Daycare Services
Daycare services are provided at Wescove, California and Vine Elementary schools and Palm View Center for children ages 5-12. The Department also provides care during the summer months, although a higher fee is required due to longer operating hours. Please contact the Department for further details pertaining to these locations and other resources.

Community Services Department Special Events
A myriad of community events are coordinated through the Department including the Fourth of July Spectacular, the Summer Concert Series, Haunted House and Halloween Festival, and Egg Celebration. These activities promise lots of attraction and entertainment and certainly great fun. On a smaller scale, some of the Department's community facilities also feature special events for the whole family. Dates and times pertaining to these events are available through the Community Services Department, however, announcements can also be seen through Discover West Covina, the City's monthly newsletter.

Transportation Services
The Department coordinates and refers opportunities for transportation through Dial-A-Ride, West Covina Shuttle, Metrolink Shuttle, Access Services, and Foothill Transit. Applications and schedules relating to these services can be obtained at the Department office in City Hall, at the Senior Center or on the Transit Info page on our web site. For subsidized passes, residents are required to visit or contact the transportation provider directly.

Community Outreach Services
The Department helps provide needed services to residents in the community who may be low income, homeless, physically or mentally challenged, elderly, or non-English speaking. These services are offered to help residents improve their independence and quality of life. Arrangements are generally made to bring representatives from outside agencies into the community; however, the Department also coordinates its own programs. Through the Community Development Block Grant Program, for instance, the Department administers financial assistance to community groups, youths, and families.

The Senior Center, located at 2501 E. Cortez St., offers needed services to seniors within the West Covina community. Services provided include but are not limited to senior recreation, social services, housing, legal, and financial assistance, health education, aid for the disabled, and nutrition programs. Counseling and support services for seniors can also be found at the facility. Transportation resources available to help bring seniors to the Center complement these services. Staff also provides opportunity for trips and excursions and special classes.
