Mission Statement
To promote environmental programs that protect and enhance the public's health, safety, and quality of life.
The Environmental Management Department was established by the West Covina City Council in 1996 to monitor the closure of the BKK Landfill, as well as provide for commercial and residential waste collection services, recycling, and other environmental programs. Prior to this, these functions were part of the Community Services Division.
The department works with a host of other government agencies including the California Integrated Waste Management Board, the California Department of Conservation, the California and U.S. Environmental Protection Agencies, the South Coast Air Quality Management District, and the Los Angeles County Sanitation Districts.
Residential and Commercial Waste Collection:
Manages the administration of the City's franchise agreement with Athens Services for residential and commercial waste collection, including: the Clean-Up Saturdays, 5 Free Bulky-items per week pick-up, Unlimited Move-In/Move-Out pick-up, and the Christmas Tree Recycling program.
Waste Reduction and Recycling:
Manages and implements recycling and reuse programs such as: the Product Exchange program, Used Oil Recycling program, California Redemption Value (CRV) Recycling program, and coordination of the annual West Covina/Los Angeles County Household Hazardous and E-Waste Round-Up.
Miscellaneous Programs and Activities:
Manages the administration of the City's graffiti abatement contract with Superior Property Services, Inc. Also implements the City's Free Bicycle Helmet Program, Low-Income Senior Citizen Waste Collection Discount program, Low-Income Senior Citizen Discounted Dog License program, and Employee Rideshare/Clean Air efforts.
