Artie Fields was appointed Assistant City Manager in November 1998 after serving five years as Assistant to the City Manager for the City of San Leandro in the Northern California Bay Area.

He started his career in 1986, working with municipal governments throughout California. His experience includes the cities of Pomona, Pasadena, Manhattan Beach and Beverly Hills.

Throughout his career, Mr. Fields has become known for his ability to work with a variety of groups and people to solve problems and address issues in the community and City organization. He has been responsible for youth services, community relations, legislative functions, budgeting and has served in leadership roles with numerous special task forces and staff development programs.

His focus in the City of West Covina includes supervision and review of all City department operations; development of the City's operating budget and Capital Improvement Program budget; and the City's municipal cable channel.

Mr. Fields has served in a number of Interim positions in West Covina, which include Interim Finance Director, Interim Human Resources Director and Interim Community Services Director. Mr. Fields is currently serving as Interim Human Resources Director, in addition to his role as Assistant City Manager.

Mr. Fields is a current member of the International City Manager's Association (ICMA), the National Forum for Black Public Administrators, and an Executive Board Member of the San Gabriel Valley NAACP.

In April 2002, Mr Fields was awarded the John H. Nail Memorial Award presented annually to an outstanding municipal assistant who has contributed significantly to his/her city government and the advancement of the community as a whole.

Mr. Fields holds a Bachelor Degree in Psychology and a Master Degree in Public Administration from the University of Southern California. He is a San Gabriel Valley native having grown up in neighboring La Puente.
