Department Budget Information

This organization was formed in 1971 as a separate agency from the City to assist and facilitate the revitalization of certain areas of the City. The initial project was the expansion and modernization of an existing commercial area. There is a continuing effort to evaluate future needs of the community and to recognize potential uses of various areas. Specific activities include research and community studies, the preparation of economic reports, and discussion with developers on specific projects.

The Agency has the authority to acquire, develop, administer, and sell or lease property, including the right of eminent domain, the right to accept financial assistance from any sources, and to issue bonds and expend their proceeds. The Agency may also clear buildings or other improvements, develop as a building site any real property owned or acquired and, in connection with such development, may provide for the installation of streets, utilities, sidewalks, and other necessary public improvements.

Since its inception, the Redevelopment Agency has been responsible for the revitalization, construction, and planning of the City's major office and commercial developments, including the Plaza at West Covina shopping mall, Edwards 18-screen Theaters, Marketplace (featuring Best Buy and Barnes and Nobles Bookstore), The Lakes office development, West Covina Village, Eastland Towers office development, and the West Covina Auto Plaza. The Agency has also assisted in the construction, rehabilitation and maintenance of affordable housing developments and has increased home ownership opportunities for first time homebuyers.

The Agency continues to successfully encourage and assist in the redevelopment and revitalization of the City as well as provide greater affordable housing opportunities.

On January 1, 2004, the Redevelopment Agency became the Community Development Commission.
