ACCOUNTANT
Job Summary
Under general supervision of the Accounting Manager, exercises day-to-day supervision over varied accounting and related processes; performs professional accounting work; and does related work as required.
Essential Functions
- Supervises and participates in accounting tasks associated with maintenance of the City's financial record keeping, reporting, and control system.
- Reviews departmental expenditures and encumbrances for accuracy and conformance with budgeted amounts and coding.
- Prepares journal entries and processes fund transfers and appropriations.
- Assists in the preparation of the city-wide budget.
- Prepares books for year-end close and assists in the preparation of State Controller's Report and financial statements.
- Supervises, directs and trains assigned subordinate Finance staff.
- Prepares salary and benefit estimates for annual budget process.
- Supervises and participates in the preparation, review, and internal distribution of financial reports.
- Provides information to City departments on status of accounts and related matters.
Non-essential Functions
- Checks cash receipts against payment records and reconciles cash with Treasurer's report.
- Participates in the review of departmental procedures and formulates recommendations for improvement.
- Conducts special studies and prepares related reports.
- Assists outside auditors with grant audits.
- Participates in costing analysis for meet and confer process.
QUALIFICATIONS
Required Knowledges
Knowledge of: principles and practices of accounting and auditing; governmental bookkeeping and cost accounting procedures, principles of budgeting, posting and ledger work, reconciliations, double-entry bookkeeping, arithmetic, and financial record keeping; principles of supervision and municipal organization.
Education: Bachelor's Degree in accounting is preferred.
Experience: Three years increasingly responsible experience in accounting or bookkeeping. Municipal experience desirable.
