ACCOUNTANT

Job Summary

Under general supervision of the Accounting Manager, exercises day-to-day supervision over varied accounting and related processes; performs professional accounting work; and does related work as required.

Essential Functions
  1. Supervises and participates in accounting tasks associated with maintenance of the City's financial record keeping, reporting, and control system.

  2. Reviews departmental expenditures and encumbrances for accuracy and conformance with budgeted amounts and coding.

  3. Prepares journal entries and processes fund transfers and appropriations.

  4. Assists in the preparation of the city-wide budget.

  5. Prepares books for year-end close and assists in the preparation of State Controller's Report and financial statements.

  6. Supervises, directs and trains assigned subordinate Finance staff.

  7. Prepares salary and benefit estimates for annual budget process.

  8. Supervises and participates in the preparation, review, and internal distribution of financial reports.

  9. Provides information to City departments on status of accounts and related matters.

Non-essential Functions
  1. Checks cash receipts against payment records and reconciles cash with Treasurer's report.

  2. Participates in the review of departmental procedures and formulates recommendations for improvement.

  3. Conducts special studies and prepares related reports.

  4. Assists outside auditors with grant audits.

  5. Participates in costing analysis for meet and confer process.

QUALIFICATIONS

Required Knowledges

Knowledge of: principles and practices of accounting and auditing; governmental bookkeeping and cost accounting procedures, principles of budgeting, posting and ledger work, reconciliations, double-entry bookkeeping, arithmetic, and financial record keeping; principles of supervision and municipal organization.

Education: Bachelor's Degree in accounting is preferred.

Experience: Three years increasingly responsible experience in accounting or bookkeeping. Municipal experience desirable.
