ASSISTANT FIRE CHIEF
Job Summary
Under general direction, assists in planning, organizing, and directing major Fire Department programs; including fire suppression, fire prevention, budget/administration, and training; organizes and directs the activities of the fire companies during an assigned shift; and does related work as required.
Essential Functions
- Assists in planning, organizing, directing, and coordinating programs and activities of the Fire Department.
- Coordinates and directs personnel, apparatus, and equipment engaged in preventing and extinguishing fires and in the enforcement of fire ordinances and codes.
- Assists in the formulation and administration of Departmental rules, regulations, procedures, and polices.
- Assists in development of the department's budget, including the analysis of department needs, compilation of cost figures for equipment, materials, and supplies, and review of projected changes in the fire service.
- Prepares detailed reports on department activities and special studies.
- Investigates complaints and periodically inspects facilities, personnel, apparatus, and equipment; attends meetings and conferences and may make presentations before community groups.
- Responds to emergency calls when required.
- Assumes major responsibility for staff functions and activities of the Department, such as departmental personnel, training, fire prevention, purchasing, supply, budget, and equipment.
- Prepares and presents training programs to department personnel on essentially all aspects of fire service.
- Serves on City committees organized to deal with a variety of issues which require informed input on fire services.
- Prepares a plan for delivering Department services on an assigned shift.
- Commands emergency response personnel and resources io carry out tactical decisions and activities in direct response to an incident or threat.
QUALIFICATIONS
Required Knowledges
Thorough knowledge of modern firefighting and rescue principles, techniques, and equipment, including tactics, pump operation, ventilation, salvage, operation and maintenance of special equipment, and new developments in all phases of fire suppression work in metropolitan fire departments; conditions related to fire control of major buildings, including such factors as presence of fire equipment, heights, shafts, basements, general construction, and other building components; fire alarm systems, operation and current conditions; first aid methods and instruction; elementary science, including physics and chemistry as applied to the fire service; the principles and practices involved in training fire department personnel; municipal purchasing and budgeting; and general management techniques.
Education: 64 units in Fire Science and related fields, or certification by the State Fire marshal as a Certified Fire Officer; Bachelor's Degree in business or public administration desirable.
Experience: Five years of fire suppression and prevention experience in governmental agency, at least two years of which shall have been as a regular Fire Captain.
License: A valid California Driver's License, a valid EMT certification and Advanced First Aid certificate.
