COMMUNITY SERVICES MANAGER

Job Summary

Under administrative direction, administers a variety of programs offered through the Community Services Department; participates in City activities involving human services, recreation services, social services or cultural services programs for groups and individuals and does related work as required.

Essential Functions
  1. Responsible for the development of the annual application for grants. The responsibility includes the grant administration per grant requirements for the following types of grants: Community Development Block Grant Funds, park bond grant funds, transportation grants, recreation grants and other community service oriented grants.

  2. Plans, develops and implements programs and goals for comprehensive human services, recreation services, social services or cultural services programs to serve the needs of City residents.

  3. Supervises staff involved in the daily administration of community services programs and is responsible for the selection, training and evaluation of staff.

  4. Prepares and monitors the budget for various programs and funds that support the operation of Community Services activities for conformance with authorized spending levels and propriety of expenditure.

  5. Reconciles program expenditures, budgets, and grant records, authorizes and maintains records and works with federal, state and local representatives to assure compliance with funding guidelines.

  6. Manages the development of programs designed to aid individuals (from children to seniors) and a broad range of community groups in the areas of social interaction, recreation and leisure, community participation and access to community resources.

  7. Makes presentations and prepares financial, performance, and other necessary reports on various Departmental programs.

  8. Conducts research and interacts with various public and private agencies in the resolution of issues regarding human services, recreation services, social services or cultural services programs.

  9. Coordinates with other City departments and agencies on community service programs.

  10. Represents the Department Director in his/her absence regarding community service issues.

  11. Assists in planning and developing new capital improvement projects and the rehabilitation and management of various City facilities.

  12. Assists with the coordination of Senior Citizens Commission, Community Services Commission, Sports Council, Youth Council and community meetings as assigned.

QUALIFICATIONS

Required Knowledge: Thorough knowledge of the theory, techniques and methods of organizing community services activities; knowledge of community organizations; knowledge of federal, state and local government laws and regulations; personnel administration, human service and social programming; modem methods of financing, budgeting, and facility development, rehabilitation and management.

Experience: Four years of progressively responsible experience in public administration, community development, recreation or human services programming. Governmental experience desirable.

Education: Bachelor's degree from an accredited college or university with major course work in planning, business administration, public administration, or closely related fields.

Licenses: Possession of or ability to obtain a valid Class C California Driver's License prior to hire.

Physical profile - Category II: Work assignments for this category require moderate physical exertion associated with the ability to lift, carry, push, pull or climb.
