ECONOMIC DEVELOPMENT SPECIALIST
Job Summary
Under general direction, the Economic Development Specialist will provide administrative support to the Economic Development & Housing Division located in the Community Development Commission. The main function of this position is to assist with the coordination, marketing, implementation and monitoring of various Economic Development programs. This position will also identify opportunities for additional economic growth, develop programs, and actively implement Economic Development strategies; assist the Economic Development/Housing Manager with business owners, property owners and developers regarding City permit processing and seek alternate methods of funding, such as grants, for additional community services and programs.
ESSENTIAL FUNCTIONS
- Participates with the implementation of the City's Economic Development plans, programs, and marketing campaigns.
- Assists with the development of programs for the revitalization of the City's commercial and industrial areas.
- Implements and monitors various economic development programs according to program guidelines.
- Performs technical analysis and interpretation of pertinent economic, demographic and physical data as it relates to economic revitalization.
- Coordinates efforts among City staff, property owners, developers and business owners.
- Communicates verbally and in writing with developers, property owners, City departments, business owners, civic groups and other governmental agencies; makes presentations before community organizations on the revitalization activities of the City.
- Identifies grant opportunities, applies for grants as directed, and oversees the application process for various programs to provide services and funding for the community.
QUALIFICATIONS
Knowledge, Skills, and Abilities
Knowledge of:
Business assistance, attraction, retention, and expansion programs; marketing techniques; principles and practices of planning, land use economics, zoning, small business operations, grant administration and local government operations; current trends in local economic development; financing tools and packages to implement revitalization programs.
Skills:
Possess excellent verbal and written communication skills and proficiency with standard office equipment and personal computer software/programs such as Microsoft Word and Excel as required.
Ability to:
Develop programs for the revitalization of the City's commercial and industrial areas and recommend implementation strategies; develop and coordinate promotional activities and marketing strategies; analyze and interpret economic, demographic and physical data pertaining to the City and apply this information to the development of comprehensive revitalization programs; develop and maintain a high level of interdepartmental communications; make presentations to the public; prepare clear and concise written reports; take initiative and work independently.
Education and Experience Guidelines
Qualifying for consideration in the selection process will be based on the description listed above under Knowledge, Skills, and Abilities, and any combination of education and experience as described below.
Education:
Completion of a Bachelor's Degree in Public or Business Administration, Urban Planning, Finance, Real Estate or a related field from an accredited college is desirable.
Experience:
Two (2) years of administrative experience in activities related to one or more of the following: analyzing data, marketing, business development, grant administration, real estate development, fiscal analysis, contract administration, general business administration or financial management.
Licenses/Certificates:
Possession of a Valid California Class C driver's license and a satisfactory driving record is required.
Physical Profile-Category I:
Positions in this category require physical abilities associated with the ability to read, write, and communicate in a work environment requiring no extraordinary physical strength or special physical qualifications.
