ENVIRONMENTAL MANAGEMENT DIRECTOR
Job Summary
Administers waste management programs including oversight of landfill monitoring and regulatory reporting, city waste collection systems; recycling and disposal of hazardous waste; and, air and water quality compliance.
Essential Functions
- Manages the City's solid waste enforcement and disposal programs.
- Ensures that landfill or waste disposal facilities in the city are operated and maintained in accordance with applicable laws and regulations.
- Studies waste collection systems and determines programs which best meet the needs of the community.
- Administers gas and groundwater monitoring programs and directs remedial action to correct evidence of contamination or undesirable trends.
- Reviews, revises and reports on the City's Source Reduction Recycling Element and Household Hazardous Waste Element.
- Participates as a member of various regional boards and coordinates City waste enforcement activities with various State and Federal agencies.
- Monitors all legislation, rules and regulations relating to landfill operations as well as waste enforcement and collection.
- Prepares and presents reports to the City Council, community and regional groups, and enforcement agencies.
- Provides administrative staff support for the Waste Management and Environmental Quality Commission.
- Supervises an assigned staff.
- Prepares and presents the department budget.
QUALIFICATIONS
Required Knowledges and Abilities
Knowledge of the physical, biological, and social sciences used in environmental health and safety; landfill management principles including gas collection and groundwater monitoring systems; waste disposal methods; federal and local laws pertaining to public health and safety; environmental research and statistical methods; ability to communicate effectively both orally and in writing.
Experience:
Four years experience in the management and supervision of solid waste and/or environmental services including environmental health issues in the area of landfill maintenance and operations.
Education:
Bachelor's Degree in Physical Science, Environmental Health Services or related field.
License:
Possession of a valid certificate of registration as an Environmental Health Specialist issued by the State of California or other requirements as may later be determined needed by a local enforcement agency. Possession of a class C California Driver's License.
