Facts on West Covina's Proposed
Overnight Parking Ordinance

In response to many residents' complaints of vehicles being stored on City streets and disputes over street parking, abandoned vehicles, suspicious parked vehicles, traffic safety, and streets not being cleaned properly due to parked vehicles. The City of West Covina is proposing to prohibit on-street parking from 2:00 a.m. to 6:00 a.m.

The City staff proposal includes the following:
  • For residents and guests that need to park on the street for one night, single night permits would be available from automatic permit machines that would be located at secured locations, such as fire stations.

  • Annual overnight parking permits will be available to single-family and multi-family type complexes. However, residents must demonstrate there is insufficient on-site parking and that all vehicles are registered to the property.

  • Annual permits will not be issued for recreational vehicles. Recreational vehicle owners can purchase single night permits to load and unload.

The City of West Covina is considering this program, after reviewing the success and benefits that other communities have experienced from restricting overnight parking. The cities of Covina, Walnut, LaVerne, San Dimas, Alhambra, Glendora, Pasadena, South Pasadena, and San Gabriel currently enforce such ordinances. The benefits are listed below:
  • Increases police officers' visibility of homes and business
  • Improves the ability for street sweepers to remove more debris from the gutters
  • Increases the security of neighborhoods as residents can identify suspicious vehicles
  • Increases the ability for police officers to identify stolen vehicles
  • Improves the quality of life for the neighborhood
  • Increases patrols of neighborhoods
  • Discourages illegal home businesses
  • Discourages illegal renting of rooms and units
  • Discourages illegal garage conversions
  • Removes inoperable vehicles from streets and driveways
  • Removes vehicles that violate the 72-hour parking restriction
  • Removes vehicles that are stored on our streets from other cities
  • Removes stored commercial vehicles parked and/or stored on our streets
  • Removes motor homes and other recreation vehicles stored on our streets
  • Encourages residents to clean out their garage for vehicle parking
  • Reduces pollution by removing vehicles parked on the street that drip oil
  • Reduces vehicles with "For Sale" signs left on the street
  • Reduces residents' disputes over street parking
  • Reduces vehicle theft and residential burglary
  • Improves traffic safety
  • Improves visibility on the streets
  • Improves the aesthetic value of the homes and neighborhood
