The City Manager reports to the City Council and directs and coordinates the activities of all City departments. The City Manager's staff serves the City Council, providing clerical assistance, research, and communication services. 

The City Manager's Office represents the City in many ways both in the community and outside the City boundaries. Activities of the Office range from communicating with legislators to citizen complaints about cable TV service. 

The Community Information section is responsible for the quarterly newsletter, Discover West Covina. This office also serves as a liaison between City commissions, committees, and community organizations. 

In all of its functions, the Office of the City Manager must maintain knowledge of and sensitivity to both the activities within City Hall and the moods and the needs of the community.
