SPECIAL MEETING OF THE

COMMUNITY DEVELOPMENT COMMISSION

February 21, 2006

Chairman Sanderson called to order the special meeting of the West Covina Community Development Commission at 6:15 p.m. in the City Manager’s Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

ROLL CALL Chairman Sanderson, Vice Chairman Herfert

Commissioners Hernandez (arrived at 6:20 p.m.), Lane, Touhey

Others Present: Pasmant, Alvarez-Glasman, Chung, Lee, Semblantes, Fields

PUBLIC COMMENT ON ITEMS ON THE AGENDA

Pete Reynolds, Reynolds Buick, stated he would like to purchase Eastland property because his used car business has outgrown the current space. He needs the extra space to create additional employee parking.

Bill McIntyre, McIntyre Companies, stated he would like to replace the commercial retail building at the Citrus/Workman site with Senior Housing. In order to do this, they are requesting a zoning change.

Doug Grey, West Covina Heights, S.C., requested that the City Council approve the 3rd amendment to the DDA for the Eclipse development and that the default be placed into abeyance. The company has plans to complete grading in March.

CLOSED SESSION Chairman Sanderson commenced the closed session at 6:20 p.m. to discuss the following matters:

Chairman Sanderson called to order the regular meeting of the Community Development Commission at 11:08 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

CONSENT CALENDAR Retention of State and Federal Legislative Advocates

Recommendation is to approve as per City Council Item D-5a.

City Council Item D-5a was approved as follows: Approve a contract with Joe A. Gonsalves & Son as recommended by staff and to approve Smith Dawson & Andrews to provide federal legislative advocacy at the level of "Full Federal Agenda" at a cost of $6,000 a month and to appropriate funds accordingly to accommodate the change from staff’s recommendation.

CONSENT CALENDAR ACTION Motion by Herfert and seconded by Hernandez to adopt the foregoing Consent Calendar item. Motion carried 5-0.

REGULAR ITEM First Time Home Buyers Program with the East San Gabriel Valley Regional Occupation Program & Technical Center’s Energy Efficiency Construction Trades Course

Held Over Councilmember Touhey requested this item be held over to the following meeting.

Dottie Misetic, representative from the East San Gabriel Valley Regional Occupation Program, announced an open house of a home built by the ROP’s Trades Course.

ADJOURNMENT Motion by Touhey and seconded by Herfert to adjourn the meeting at 11:09 pm. Motion carried 5-0.
