a) Ordinance to Amend Storm Water and Urban Runoff Pollution Control Regulations
It is recommended that the City Council introduce the proposed ordinance which makes the necessary changes to the existing West Covina Municipal Code to enforce the National Pollutant Discharge Elimination System (NPDES) permit requirements (NPDES Permit No. CAS004001).

It is recommended that the City Council authorize the payment of $51,901 in budgeted SLESF grant funds from 155-320-2110-7160 to the City of Pasadena for continued participation in the FAST Helicopter program.

d) Cancellation of December 17th City Council Meeting
It is recommended that the City Council cancel the City Council meeting of December 17, 2002 due to the upcoming holidays.
e) City Manager's Contract Amendment
It is recommended that the City Council approve an amendment to the City Manager's employment contract as a result of his one-year anniversary performance evaluation.
