That no parking on street sweeping days be implemented on Doublegrove Street from Willow Avenue to Siesta Avenue

Traffic Committee Recommendation:
That parking be prohibited on Doublegrove Street from Willow Avenue to Siesta Avenue on the first and third Mondays of each month from 7:00 a.m. to 3:30 p.m. for street sweeping purposes.

That a survey be initiated to determine if the affected residents desire to prohibit overnight parking (Section 22-175 of the West Covina Municipal Code) on Doublegrove Street from Willow Avenue to Siesta Avenue.

II. Request of Gary White, West Covina Resident
That no parking on street sweeping days be implemented on Holly Place from Cameron Avenue to Mobeck Street

Traffic Committee Recommendation:
That parking be prohibited on Holly Place from Cameron Avenue to Mobeck Street on the second and fourth Mondays of each month from 7:00 a.m. to 3:30 p.m. for street sweeping purposes.

b) Capital Improvement Program and Building Activity Report Second Quarter Ending June 30, 2003

c) Sale of Portion of Former Shakespeare Park Site Property - Southwest Corner of Shakespeare Drive and Nogales Street
Staff recommends that the City Council approve the consummation of the sale of an approximately 17,000-square foot parcel within Tentative Tract Map No. 53112 (former Shakespeare Park site) to Abell-Helou Developers for the net sum of $113,000 (appraised price of $208,000 minus $95,000 to be paid for State Department of Fish and Game vegetation removal mitigation).

ENVIRONMENTAL MANAGEMENT

2) Waste Collection Consumer Price Index (CPI) Rate Adjustment and Multi-Family Per Unit Rate Service Adjustment
It is recommended that the City Council approve:

  1. The schedule of rates, incorporation a CPI increase of 5.33% for commercial and residential waste collection services effective July 1, 2003; and/or
  2. Approve multi-family per unit rate services adjustment Option I, adjusting all bin-service multi-family complexes to commercial bin rates, spreading the shortfall of $5,626.17 per month ($67,514.04 annually) equally to all residential and commercial accounts.
