Zone Change No. 04-01 Location: Southwest Corner of Nogales Street and Shakespeare Drive This ordinance was introduced at the City Council meeting of May 4, 2004. This ordinance would establish a zone classification of "Specific Plan No. 21" (SP-21) in order to facilitate the requested annexation. The effective date of this ordinance will be June 17, 2004.

Find that JRC of Rosemead is the lowest responsive bidder for the fencing and structural security improvements funded under this grant, and authorize a contract for a cost of $151,370, including taxes, plus an additional $15,000 for project administration, contingencies, and City inspections. - Approve Royal Coaches Towing for tow service in Area 1 at a bid of $60,000 annually for five years.
- Approve Haddicks Towing for tow service in Area 2 at a bid of $45,000 annually for five years.

FIRE DEPARTMENT
2) Ambulance Negotiations It is recommended that the City Council consider the following alternatives and provide staff with specific direction to:
- Sign long-term "ALS pass-thru fee" agreements with Schaefer and AMR to continue providing ambulance service for West Covina. Net cost recovery to the City would be $180,000 annually.
- Resubmit the fire department business plan that proposed staffing two city-owned ambulances with contract employees. This option would include purchasing ambulances, hiring contract employees, and obtaining a contract for billing services. The two ambulances would be dedicated solely to the City of West Covina. Net cost recovery would be $817,709.
- Develop a revised business plan that would use West Covina firefighter/paramedics to operate three fully staffed ambulances. This option would include purchasing ambulances, contracting for billing services, and increasing the fire department's daily staffing by one position. Net cost recovery would be $866,760.
