  2. Introduce the following ordinance amending Chapter 11 (Community Antenna Television Systems) of the West Covina Municipal Code to reduce the amount of liquidated damages owed for any late payment of franchise fees from twenty four percent (24%) per year to twelve percent (12%) per year and to modify the payment schedule for payment of franchise fees, such that Charter's franchise fees shall be paid in the future on a quarterly basis as apposed to semi-annually:
