HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. REQUEST: The project consists of a proposal to construct a 101,500+ square foot, 807 unit (4 building), self-storage facility on a 2.36-acre lot. Three (3) of such buildings will be new construction. The proposed self-storage facility involves a complete re-design and change of operator/operations of a previously approved self-storage facility at the subject site. The applicant is requesting approval of: 1) a conditional use permit revision to allow a self storage use as proposed; 2) a precise plan revision for the physical development of the site; and 3) a variance to allow a zero foot rear yard setback instead of the minimum required 15 foot rear yard setback for structures within the "SC" (Service Commercial) Zone and adjacent single-family residential property.

REQUEST: The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code related to regulations of membrane structures in the "Single-Family Residential" (R-1) and "Residential Agricultural" (R-A) Zones.

RECOMMENDATION: Provide direction to staff.
