Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please sign in on the sheet provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. APPLICANT: CVP Homes, LLC. (Pacific Communities)
LOCATION: Northeast corner of Azusa Avenue and Autumn Drive, and south of Aroma Drive.
REQUEST: The project proposes to subdivide the 12.9-acre site into 46 single-family lots, three open space lots for slopes, and one recreation area lot, and to construct a 46-unit single-family detached housing development. The project requires the granting of the following entitlements:
- a General Plan Amendment to change the land use designation on the site from "Very Low Density Residential" (0.1 to 1.0 dwelling units per acre) to "Suburban Residential" (2.1 to 4.0 dwelling units per acre);
- a zone change to change the site's zoning classification from "Low Density Multiple Family Residential" (MF-15) to Specific Plan No. 16;
- a tentative tract map to subdivide the 12.9-acre site into 46 single-family lots, three open space/slope lots, and one recreation area lot, for a total of 50 lots;
- a precise plan for the site design and architecture of the site;
- a tree removal permit for the removal of 16 existing trees identified as significant under the City's Tree Preservation Ordinance;
- an administrative use permit for the construction of retaining walls in excess of four feet in height, in accordance with the tentative tract map and precise plan.

APPLICANT: Christ Community Church
LOCATION: 1432 W. Puente Avenue
REQUEST: The applicant is requesting the approval of a conditional use permit and a precise plan to construct a two-story multipurpose room and parking structure. The 6,862-square foot multipurpose room will be constructed above the 9,020-square foot parking structure. The structure will be constructed at the northwest corner of the existing church building, within the parking area in front of the existing retail spaces. Additionally, the applicant is requesting a variance to reduce the number of existing parking spaces from 257 spaces to 219 spaces, and to exceed the "N-C" (Neighborhood Commercial) Zone height restrictions by three and one-half feet.

REQUEST: The project consists of the completion of development of a partially developed property. The applicant is requesting the approval of a precise plan to allow the construction of 28 detached condominiums with 2-car garages. The request is to complete the 53-unit Heather Glenn project. The project was originally approved on May 16, 1990. The first 25 units were completed by 1992. No new construction has occurred since that time. The project is located in the "Multi-Family Residential" (MF-15) Zone.

Also proposed is a variance to allow off-site commercial advertising on the readerboard sign. The property is located within the "Regional-Commercial" (R-C) Zone.
