GENERAL DESCRIPTION OF PROJECT

In October 2000, the BKK Corporation obtained approvals to develop an 18-hole golf course on top of a part of the closed Class III (nonhazardous) landfill and around the northerly edge of the closed landfill, and to develop a 100-acre business park on their property along Azusa Avenue that was not used for landfill purposes. BKK, however, was unable to construct the project and instead the City of West Covina has now purchased the non-landfill property where the golf course and business park were planned to be built and has entered into an agreement to use the top of the Class III landfill for the remaining portion of the golf course.

The City is now proceeding with plans to develop the golf course with some changes in the design from what was previously approved. In place of the business park that was originally proposed along Azusa Avenue, the City is now proposing to develop part of the property with the "West Covina Sportsplex" project, which will feature a new "Big League Dreams" baseball/softball complex with six replicas fields of old and current major league baseball stadiums.

The south part of the Azusa Avenue frontage is proposed to be developed with a new retail commercial complex with up to 450,000 square feet of floor area. The City Redevelopment Agency is currently finalizing an agreement with a developer for this project and final plans will be brought back to the Planning Commission at a later date.

The Planning Commission continued the hearing at their meeting of September 30, 2003 to obtain further information on traffic and parking generation.

DETAILED DESCRIPTION OF PROJECT

Listed below is a more specific description of what is proposed:
  1. Development of approximately 28 acres of land adjacent to Azusa Avenue into the West Covina Sportsplex. The Sportsplex will feature a Big League Dreams Sports Park consisting of six replica baseball/softball fields, a nine-station batting cage, a covered multi-sport pavilion to accommodate indoor sports and special events, and two restaurants.

  2. Development of approximately 44 acres of land adjacent to Azusa Avenue (and south of the sports park) into a 375,000 to 450,000-square foot commercial retail center.

  3. A coastal sage habitat preservation area located on approximately 26.5 acres of land generally north of the sportsplex site, including approximately 19.5 acres of existing natural habitat and approximately 7 acres of revegetated habitat.

  4. A 5.1-acre site located east of the sportsplex site to be retained as open space, but which may be used as a recreational or commercial development site in the future (Pad "A").

  5. A 2.8-acre site located further east of the sportsplex site programmed for future development as a 15,000-square foot restaurant site (Pad "B").

  6. A 2.4-acre site located adjacent to the southwest side of the sportsplex site to be retained as open space, but which may be used as a commercial development site in the future (Pad "C").

  7. Development of an 18-hole municipal golf course to extend over the "top deck" of the closed Class III (non-hazardous) landfill unit and non-landfill property around the northerly periphery of the closed Class I and Class III landfill units.

SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT

In October 2000, a full Environmental Impact Report (EIR) was certified for the previously-proposed development of the BKK Technology Center and golf course project on essentially the same site as the currently-proposed West Covina Sportsplex, golf course, and commercial retail project. Pursuant to the California Environmental Quality Act (CEQA) of 1970, a SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (SEIR) has now been prepared to evaluate the aspects and environmental impacts of the current project that have changed from the previous project.

The SEIR determined that the current project presents changes in the following areas and evaluates these changes and associated impacts: Land Use Planning, Air Quality, Noise, Traffic and Circulation, and Vision and Glare. The Draft Supplemental Environmental Impact Report was made available for public review on May 27, 2003 and the formal public comment period pursuant to CEQA ended on July 11, 2003. As a courtesy, additional written comments received prior to the September 30, 2003 Planning Commission meeting will be responded to and included in the Final SEIR. Copies of the Draft SEIR are available for public review in the Planning Department office, City Hall, the City Hall Annex, and the County Regional Library.
