This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

This is the time for the public to comment on any item on the Consent Calendar. As Consent Calendar items are considered routine in nature, they are normally enacted in one motion. The Chairperson may remove a questioned Consent Calendar item for separate action.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

LOCATION: 537 South Glendora Avenue
REQUEST: The project consists of an application to add an 8,975-square foot first and second floor addition to an existing 7,180-square foot, single-story, dry cleaners. Additionally, the applicant is requesting a variance from the required parking standards. The property is zoned "Neighborhood Commercial" (N-C).

LOCATION: 1738 Gigar Terrace
REQUEST: The project consists of an application for approval of a variance to allow for a reduced second-story front yard setback from the required 30 feet to 25 feet. Additionally, the applicant is requesting approval of an administrative use permit for an approximately 350-square foot raised deck greater than four feet in height above finished grade. The project is located in the "Specific Plan No. 19" Zone.

APPLICANT: Rede Rodriquez
LOCATION: 2532 South Azusa Avenue

This project consists of a proposal to remodel the exterior of an existing shopping center located at the southeast corner of Amar Road and Azusa Avenue. The applicant is proposing to complete architectural modifications to the facade as well as various improvements to the parking area. No addition or demolition of buildings is proposed.

Recommendation to approve Planning Director's Modification No. 04-03.

The review of programs in different communities in Southern California that provide rehabilitation services in houses in need of repairs.

Staff recommends that the Planning Commission provide direction as appropriate.

CODE AMENDMENT NO. 03-01
APPLICANT: City of West Covina
LOCATION: Citywide

The review of a code amendment initiated by the Planning Commission to consider revisions to the regulation of second dwelling units necessitated by changes in State law.

Staff recommends that the Planning Commission provide direction as appropriate.
