HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. LOCATION: Terminus of Outlook Lane
REQUEST: The project consists of a conditional use permit for the construction of a single-family residence. The new home will be two-story and 10,431 square feet. The house will consist of a 5,322-square foot first floor, a 4,053-square foot basement and a 1,056-square foot attached garage. The conditional use permit is required for a large home (a home that exceeds the allowed 8,000 square footage by more than 25 percent). In addition, the applicant is requesting an administrative use permit to allow a 1,210-square foot elevated deck (attached to the house) and a retaining wall that ranges from 4 feet to 8 feet in height. The lot is 2 acres in size. The project is located in the "Single-Family Residential" (R-1) Zone, Area District V.

APPLICANT: Abell-Helou Builders
LOCATION: Nogales High School Surplus Property
REQUEST: The project consists of a request for approval of a tentative tract map to allow the subdivision of the property into 23 lots. The subdivision will consist of 22 single-family residential lots and one private street lot. The proposed development will be the last phase of the Sycamore Glen Project (Tract 53112), previously approved for the development of a 13.3-acre parcel into 46 single-family residential units. The site is currently within the county unincorporated area and is in the process of being annexed into the City.
Also proposed to facilitate the project are: (1) A general plan amendment to establish a land use designation of "Low Medium Residential"; (2) A zone change to establish a zoning designation of "Specific Plan No. 21" (SP-21); (3) A development plan for the design of the single-family homes; (4) A tree removal permit for the removal of a heritage tree; and (5) An administrative use permit for retaining walls in excess of four feet in height.

REQUEST: The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code related to the parking of accessory recreational vehicles, utility trailers, motor homes and recreational equipment in the "Single-Family Residential" (R-1) and "Residential Agricultural (RA) Zones.
