GALSTER PARK MASTER PLAN, AMENDMENT NO. 1
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Galster Park
(East of Aroma Drive and south of Galster Way)
REQUEST: The City is proposing to adopt an updated master plan for Galster Park that will guide new improvements and changes to the park in the future. Items to be addressed in the master plan amendment include multi-use trails, the family camp and wilderness camp, nature center, upper and lower parking lots, tot lot, signage, and safety and security.

Final action will be considered by the City Council at a public hearing tentatively scheduled for April 19, 2005.

If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting. B. CONSENT CALENDAR
This is the time for the public to comment on any item on the Consent Calendar. As Consent Calendar items are considered routine in nature, they are normally enacted in one motion. The Chairperson may remove a questioned Consent Calendar item for separate action.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

APPLICANT: MMIT for Verizon
LOCATION: 2655 South Citrus Street (South Hills Country Club)
REQUEST: The applicant is requesting the approval of a conditional use permit to install a 72-foot high wireless communications tower that will be designed as a mock pine tree (Monopine) to be located north of the tennis courts and east of the improved parking lot. Three sets of four antennas will be located on the structure and equipment and a generator will be installed on the site.

REQUEST: The applicant is requesting an addition to an existing 1,719-square foot single-family home. The addition includes a first floor addition of 1,117 square feet and a second floor addition of 1,100 square feet. The house with the proposed additions would be 3,936 square feet. The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.
