This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E later on the agenda.

This is the time for the public to comment on any item on the Consent Calendar. As Consent Calendar items are considered routine in nature, they are normally enacted in one motion. The Chairperson may remove a questioned Consent Calendar item for separate action.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name, and make your statement. In addition, please fill out a speaker card provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

VARIANCE NO. 07-07
CATEGORICAL EXEMPTION
APPLICANT: Kim Brewer, Westfield LLC
LOCATION: 2648 Workman Avenue (Eastland Shopping Center)
REQUEST: The applicant is requesting approval of a variance to construct three 60-foot tall freestanding center identification/tenant directory signs with advertising copy that exceed: (1) the allowable number of freestanding signs; (2) allowable sign area; (3) and the allowable sign height. The City's Municipal Code allows one identification sign per site and additional signs are permitted on each major arterial if floor area exceeds 100,000 square feet. The subject site has three existing center identification signs and a total of three additional signs are being proposed.

Two signs are proposed to be 60 feet in height and have three sign faces in a triangular configuration. These sign faces are proposed to have 960 square feet of sign area oriented at angles toward the freeway. A third narrower sign face is proposed to have 673 square feet of area facing the parking lot. Both signs are proposed to have a 32-square foot center identification sign on the sign support structure.

The third sign is proposed to be 60 feet in height and have a single sign face with 672 square feet of sign area. This is also proposed to have a 32-square foot center identification sign on the sign support structure. The property is located within the "Regional-Commercial" (R-C) Zone.

ADMINISTRATIVE USE PERMIT NO. 07-19
TREE REMOVAL PERMIT NO. 07-06
CATEGORICAL EXEMPTION
APPLICANT: Art Solis
LOCATION: 1044 South Willow Avenue
REQUEST: The applicant is requesting an administrative use permit for an addition to an existing 774-square foot single-family home. The addition consists of a 1,626-square foot first-story addition and a 1,822-square foot second-story addition. The existing 244-square foot detached garage is proposed to be replaced with a new 424-square foot detached garage. The house with the proposed addition (including the new detached garage) would be 4,646 square feet. An administrative use permit is also requested for a 240-square foot balcony on the east (rear) elevation. The applicant is also requesting a tree removal permit to remove two trees in the front yard of the lot. The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.

CONDOMINIUM CONVERSION REGULATIONS

The Planning Commission requested a study session to review current requirements for condominium conversions and the possibility of initiating a code amendment to include additional requirements to the City's existing condominium conversion ordinance.

Staff recommends that the Planning Commission provide comment and direction as appropriate.

E. OTHER MATTERS OR ORAL COMMUNICATIONS

This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Any item that was considered during the public hearing portion is not appropriate for discussion in this section of the agenda. NO COMMISSION ACTION CAN BE TAKEN AT THIS TIME. If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting. The Commission may discuss or ask questions for clarification, if desired, at this time.
