AGENDA

I. REQUEST: 

West Covina Unified School District 

THAT LEFT-TURNS BE PROHIBITED FROM WILLOWOOD ELEMENTARY SCHOOL PARKING LOTS AND THAT STOPPING ALONG THE NORTH SIDE OF ALWOOD STREET BE PROHIBITED. 

SUMMARY: 

The West Covina Unified School District is proposing to establish drop-off and pick-up areas within the school's parking lots. The plan provides that the vehicles enter at one driveway and exit at the other driveway. In order for the proposed plan to be effective, the left- turns exiting the parking lots need to be prohibited. 

STAFF RECOMMENDATION: 

THAT LEFT-TURNS BE PROHIBITED FROM WILLOWOOD ELEMENTARY SCHOOL PARKING LOTS AND THAT STOPPING ALONG THE NORTH SIDE OF ALWOOD STREET ADJACENT TO THE SCHOOL BE PROHIBITED. 

II. REQUEST: 

West Covina Unified School District 

THAT LEFT-TURNS BE PROHIBITED FROM VINE ELEMENTARY SCHOOL PARKING LOT. 

SUMMARY: 

The West Covina Unified School District has requested that left-turns be prohibited from the Vine Elementary School's parking lot. The school district is proposing to establish drop-off and pick-up areas within the school's parking lot. The plan provides that the vehicles enter at the easterly driveway and exit at the westerly driveway. This creates orderly and safe queuing of vehicles for the loading and unloading of the students. 

STAFF RECOMMENDATION: 

THAT LEFT-TURNS BE PROHIBITED FROM VINE ELEMENTARY SCHOOL PARKING LOT. 

III. REQUEST: 

City of West Covina 

THAT LEFT-TURNS BE PROHIBITED FROM COMMERCIAL PROPERTY DRIVEWAYS ON THE EAST SIDE OF CALIFORNIA AVENUE, NORTH OF PLAZA DRIVE. 

SUMMARY: 

There are two driveways on the east side of California Avenue in close proximity to the intersection with Plaza Drive. Drivers exiting these businesses during the afternoon peak periods find it difficult to make left-turn to head south. These left turning vehicles create traffic congestion for both the north and westbound traffic when the southbound traffic is at its peak. Also, the potential of causing vehicle collision is greater than before because drivers become frustrated and proceed with their left-turn movement without regard of the oncoming traffic. The prohibition of left-turns from this driveway will improve traffic flow for both the north and eastbound traffic and avert vehicle conflict. 

STAFF RECOMMENDATION: 

THAT LEFT-TURNS BE PROHIBITED FROM COMMERCIAL PROPERTY DRIVEWAYS ON THE EAST SIDE OF CALIFORNIA AVENUE, NORTH OF PLAZA DRIVE. 

IV. REQUEST: 

Thomas Corley, West Covina Senior Villas 

THAT PARKING RESTRICTION BE REMOVED FROM THE SOUTH SIDE OF WORKMAN AVENUE ADJACENT TO 1842 EAST WORKMAN AVENUE, THE WEST COVINA SENIOR VILLAS. 

SUMMARY: 

The property manager has submitted a request to remove the current parking prohibition in front of the West Covina Senior Villas apartment complex. They would like to utilize the on-street parking for their residents and guests, since their on-site parking is limited. 

STAFF RECOMMENDATION: 

THAT THE EXISTING PARKING PROHIBITION ALONG THE SOUTH SIDE OF WORKMAN AVENUE ADJACENT TO 1842 EAST WORKMAN AVENUE BE REMOVED AND CURBS ADJACENT TO THE DRIVEWAY AND THE SHUTTLE BUS STOP BE PAINTED RED.
