REQUEST: Ed Scheidler, West Covina Resident THAT NO PARKING ON STREET SWEEPING DAYS BE IMPLEMENTED ON BROMLEY AVENUE FROM PACIFIC AVENUE TO WILLOW AVENUE. SUMMARY: In response to a request to prohibit parking to facilitate street sweeping on Bromley Avenue, a survey of the twelve affected properties was conducted. Eight (67%) of the properties are in favor of prohibiting parking on the first and third Tuesday of each month from 7:00 a.m. to 3:30 p.m., two of the properties are not in favor, and two of the properties did not reply to the survey. STAFF RECOMMENDATION: THAT NO PARKING ON STREET SWEEPING DAYS BE IMPLEMENTED ON BROMLEY AVENUE FROM PACIFIC AVENUE TO WILLOW AVENUE. II. REQUEST: Donald Carman, West Covina Resident THAT THE TRAFFIC CONDITIONS ON HOLLENCREST DRIVE FROM CASA GRANDE DRIVE TO HIGHSPIRE DRIVE BE REVIEWED. SUMMARY: A multi-way stop was installed at the intersection of Hollencrest Drive and Casa Linda Drive in January of 2003. Staff conducted speed studies to determine the current conditions and found that the critical approach speed has not changed since the installation of the multi-way stop. There were no reported collisions at this intersection between January 1, 2003 and October 30, 2004. Staff suspected alcohol might have been a factor for the cause of the collision. If there are any future increases in the critical approach speed or collisions, a flashing red beacon could be installed on the northbound stop sign at a cost that would range from $15,000 to $20,000 as an alternative. A solar powered flashing beacon is not feasible at this location due to the proximity of trees. STAFF RECOMMENDATION: THAT THE TRAFFIC COMMITTEE CONTINUES TO MONITOR HOLLENCREST DRIVE FOR ANY CHANGES THAT MAY REQUIRE IMMEDIATE ACTION. |
