REQUEST: Initiated by Multiple Residents THAT PARKING BE RESTRICTED BETWEEN 2:00 A.M. AND 5:00 A.M. CITYWIDE. SUMMARY: At their June meeting, the City Council directed staff to bring back a proposed overnight parking restriction ordinance to mitigate residents' concerns of vehicles being parked in front of their residences for days and not allowing the gutters to be cleaned. Other issues are that residents have more vehicles than they have on-site parking due to the number of people living there, storing of vehicles on the street, abandoned vehicles, residents' disputes over street parking, and streets not being cleaned properly due to parked vehicles. These issues lead to an increase in auto related crimes and home burglaries. STAFF RECOMMENDATION: THAT AN OVERNIGHT PARKING RESTRICTION BE IMPLEMENTED. II REQUEST: City Initiated THAT SPEED LIMIT FOR PASS & COVINA ROAD FROM LARK ELLEN AVENUE TO MAPLEGROVE STREET BE REDUCED FROM 40-MILES PER HOUR TO 30 MILES PER HOUR. SUMMARY: The speed limit on Pass and Covina Road is specified in Section 22-132 of the West Covina Municipal Code as 40 miles per hour from Lark Ellen Avenue to Maplegrove Street and staff is proposing to reduce the speed limit to 30 miles per hour. STAFF RECOMMENDATION: THAT AN ORDINANCE BE ADOPTED TO AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE REDUCTION OF THE POSTED SPEED LIMITS FROM 40 MILES PER HOUR TO 30 MILES PER HOUR ON PASS AND COVINA ROAD FROM LARK ELLEN AVENUE TO MAPLEGROVE STREET. |
