AGENDA

I. REQUEST: 

City Initiated 

THAT SPEED LIMIT FOR MORGANFIELD AVENUE FROM HOLLINGWORTH STREET TO FORECASTLE AVENUE BE DELETED FROM THE MUNICIPAL CODE. 

SUMMARY: 

The speed limit on Morganfield Avenue is specified in Section 22-131 of the West Covina Municipal Code as 30 mile per hour from Hollingworth Street to Forecastle Avenue. The current traffic and engineering study for Morganfield Avenue has not been conducted for the past 20 year and is deemed expired. With the expiration of the traffic and engineering study, the speed limit on Morganfield Avenue reverts back to the State prima facie speed limit of 25 miles per hour per Section 22352.a.2 of the CVC. 

STAFF RECOMMENDATION: 

THAT THE SPEED LIMIT FOR MORGANFIELD AVENUE FROM HOLLINGWORTH STREET TO FORECASTLE AVENUE BE DELETED FROM THE MUNICIPAL CODE. 

THAT MORGANFIELD AVENUE FROM HOLLINGWORTH STREET TO FORECASTLE AVENUE BE POSTED AT 25 MILES PER HOUR. 

THAT POLICE DEPARTMENT BEGIN ENFORCEMENT OF THE PRIMA FACIE 25 MILES PER HOUR.
 

II. REQUEST: 

Oscar Garza, West Covina Resident 

THAT NO PARKING ON STREET SWEEPING DAYS BE REMOVED ON GRETTA AVENUE FROM CHARLINDA STREET AND EAST LARKWOOD DRIVE. 

SUMMARY: 

In response to a request to remove the existing parking restriction on Gretta Avenue between Charlinda Street and East Larkwood Drive on street sweeping days, a survey of the twenty-one affected properties was conducted. Fifty-two percent of the properties responded in favor of removing the existing parking restriction, three were not in favor and seven of the properties did not reply to the survey. 

STAFF RECOMMENDATION: 

THAT NO PARKING ON STREET SWEEPING DAYS BE REMOVED ON GRETTA AVENUE FROM CHARLINDA STREET AND EAST LARKWOOD DRIVE. 

III. REQUEST: 

City Initiated 

THAT PARKING BE PROHIBITED ON VALLEY BOULEVARD FROM NOGALES STREET CONNECTOR ROAD TO EASTERLY CITY LIMITS. 

SUMMARY: 

The City is proposing to prohibit parking along the north side of Valley Boulevard to allow for a third westbound lane of travel. The addition of the third lane would alleviate most of the traffic congestion during the peak travel times on the street. 

STAFF RECOMMENDATION: 

THAT PARKING ALONG THE NORTH SIDE OF VALLEY BOULEVARD FROM NOGALES STREET CONNECTOR ROAD TO EASTERLY CITY LIMITS BE PROHIBITED. 

THAT A THIRD WESTBOUND LANE OF TRAVEL BE INSTALLED ON VALLEY BOULEVARD FROM NOGALES STREET CONNECTOR ROAD TO EASTERLY CITY LIMITS.
