AGENDA
I. REQUEST:
City of West Covina
THAT "I-STOP" BE INSTALLED AT THE BUS STOP LOCATED AT LARK ELLEN AVENUE AND VINE AVENUE ON A TRIAL BASIS.
SUMMARY:
The Community Services Department has requested to install an I-Stop, a fully self-contained, solar-powered transit stop fixture on a trial basis to determine the need for such fixtures. Staff will monitor and survey the transit riding public for its effectiveness and usefulness. A $50,000 grant has secured by staff to upgrade bus shelter lighting. It is proposed to install an I-Stop at a poorly illuminated location on Lark Ellen Avenue and Vine Avenue to promote public transit rider-ship, prevent crime, and provide a secure area for the public to wait for public transportation.
STAFF RECOMMENDATION:
THAT "I-STOP" BE INSTALLED AT THE BUS STOP LOCATED AT LARK ELLEN AVENUE AND VINE AVENUE ON A TRIAL BASIS.
II. REQUEST:
W. C. Willis, West Covina Resident
THAT PARKING ON CRAIG DRIVE FROM CAMERON AVENUE TO HOLLY PLACE BE RESTRICTED TO PERMIT ONLY PARKING.
SUMMARY:
In response to the request to prohibit parking to permit only on Craig Drive, a postcard survey of the sixteen affected properties was conducted. Fifteen responses were received with eleven (sixty-nine percent) of the properties are in favor of the permit only parking, four are not in favor, and one did not respond.
STAFF RECOMMENDATION:
THAT PARKING ON CRAIG DRIVE FROM CAMERON AVENUE TO HOLLY PLACE BE RESTRICTED TO PERMIT ONLY PARKING.
III. REQUEST:
Ed Scheidler, West Covina Resident
THAT TRAFFIC CONTROL CONDITIONS BE REVIEWED AT THE INTERSECTION OF WILLOW AVENUE AND BROMLEY AVENUE.
SUMMARY:
In response to a request to review the traffic controls of the intersection of Willow Avenue and Bromley Avenue, traffic volume counts, speed survey, and field review were conducted. The results of the studies indicate the need to install a multi-way stop at the intersection and the realignment of the intersection.
STAFF RECOMMENDATION:
THAT STOP SIGNS (R1) BE INSTALLED ALONG WITH STOP MESSAGES AND STOP AHEAD SIGNS (W17) ON THE NORTH AND SOUTHBOUND APPROACHES OF WILLOW AVENUE AT BROMLEY AVENUE AND ON THE EASTBOUND APPROACH OF BROMLEY AVENUE AT WILLOW AVENUE BASED ON RESTRICTED SIGHT DISTANCE.
THAT THE STRIPING AND REFLECTIVE PAVEMENT MARKERS BE ADDED TO REALIGN THE EASTBOUND APPROACH AT A RIGHT ANGLE.
IV. REQUEST:
City of West Covina
THAT CONDITION OF THE EXISTING SCHOOL CROSSWALK FOR MESA ELEMENTARY SCHOOL ON BARRANCA STREET BE REVIEWED.
SUMMARY:
It has been requested to review the traffic controls along Barranca Street adjacent to Mesa Elementary School. The existing traffic control devices are found to be installed according to the State guidelines. However, with the school being on a minor arterial with the posted speed limits being 40 mph, additional enhancements to warn motorists of upcoming crosswalks and 25 mph school zones are recommended.
STAFF RECOMMENDATION:
THAT STAFF BE DIRECTED TO DETERMINE IF A MULTI-WAY STOP IS WARRANTED ON BARRANCA STREET AT SUNSET HILL DRIVE AND BRING BACK TO TRAFFIC COMMITTEE FOR REVIEW AND CONSIDERATION IF WARRANTED.
THAT "NO STOPPING" SIGNS BE INSTALLED ON BARRANCA STREET ADJACENT TO THE SCHOOL CROSSWALK.
THAT PARKING OF VEHICLE IN EXCESS OF SIX FEET IN HEIGHT BE RESTRICTED ALONG THE EAST OF BARRANCA STREET SOUTH OF SUNSET HILL DRIVE.
THAT RUMBLE STRIPS BE INSTALLED ADJACENT TO THE EXISTING W63, SCHOOL AHEAD WARNING SIGN.
THAT SOLAR-POWERED FLASHING BEACONS BE INSTALLED AT MESA ELEMENTARY SCHOOL.
THAT STAFF CONTINUE TO APPLY FOR GRANTS FOR THE INSTALLATION OF IN-PAVEMENT FLASHING LIGHTS AT SCHOOL CROSSWALKS.
THAT SPEED LIMIT SIGNS WITH "RADAR ENFORCED" BE INSTALLED ALONG BARRANCA STREET FROM SOUTH GARVEY AVENUE TO CAMERON AVENUE.
V. REQUEST:
Manolu Gualberto, West Covina resident
THAT THE TRAFFIC CONDITIONS ALONG DOUBLEGROVE STREET FROM GRENOBLE AVENUE TO AUTUMN DRIVE BE REVIEWED.
SUMMARY:
The request was prompted by concerns of excessive speeds along Doublegrove Street, from Grenoble Avenue to Autumn Avenue. The posted speed limit of this segment of Doublegrove Street is 25 mph. Staff performed a speed survey that shows the 85-percentile speed is 32 mph, which is not considered excessive.
STAFF RECOMMENDATION:
THAT 25 MPH SPEED LIMIT SIGNS WITH RADAR ENFORCED PLATES BE INSTALLED ON THE EAST AND WESTBOUND OF DOUBLEGROVE STREET.
THAT CENTERLINE ON THE CURVE ON DOUBLEGROVE STREET WEST OF CAMBRIDGE COURT BE PAINTED AND MARKED WITH REFLECTIVE PAVEMENT MARKERS.
THAT CENTERLINE AT THE INTERSECTION OF DOUBLEGROVE STREET AND GRENOBLE AVENUE BE PAINTED AND MARKED WITH REFLECTIVE PAVEMENT MARKERS.
THAT THE RADAR TRAILER BE UTILIZED TO MAKE DRIVERS AWARE OF THEIR VEHICLE SPEED ALONG DOUBLEGROVE STREET AND THAT THE POLICE DEPARTMENT INCREASE SPEED ENFORCEMENT AS FEASIBLE.
