AGENDA
I. REQUEST:
J. Kenneth Lund, West Covina Resident
THAT TRAFFIC CONDITIONS ON HOLLENCREST DRIVE FROM CASA GRANDE DRIVE TO HIGHSPIRE DRIVE BE REVIEWED.
SUMMARY:
A multi-way stop was installed at the intersection of Hollencrest Drive and Casa Linda Drive in January of 2003. Staff conducted speed studies to determine the current conditions and found that the critical approach speed has not changed since the installation of the multi-way stop. There were no reported collisions at this intersection between January 1, 2003 and October 30, 2004. If there are any future increases in the critical approach speed or collisions, a flashing red beacon could be installed on the northbound stop sign as an alternative.
STAFF RECOMMENDATION:
THAT THE TRAFFIC COMMITTEE CONTINUE TO MONITOR HOLLENCREST DRIVE FOR ANY CHANGES THAT MAY REQUIRE IMMEDIATE ACTION.
II. REQUEST:
Albert Esqueda, West Covina Resident
THAT TRAFFIC CONDITIONS ON MORRIS AVENUE FROM PACIFIC LANE TO PUENTE AVENUE BE REVIEWED.
SUMMARY:
Mr. Esqueda requested that the City review the traffic conditions along Morris Avenue between Pacific Lane and Puente Avenue, more specifically the high vehicle speeds. With excessive vehicle speeds being the residents main concern, the installation of pavement striping could help reduce the vehicle speeds. Other alternative is the installation of speed humps if it meets the requirements of the City's policy.
STAFF RECOMMENDATION:
THAT DOUBLE YELLOW CENTERLINE STRIPE AND RIGHT EDGE STRIPING BE INSTALLED ALONG MORRIS AVENUE FROM PACIFIC LANE TO PUENTE AVENUE.
III. REQUEST:
Nancy Allen, West Covina Resident
THAT U-TURNS BE PROHIBITED TO EASTBOUND VEHICLES ON AMAR ROAD AT MAGDALENA DRIVE.
SUMMARY:
The U-turn movements for eastbound vehicles on Amar Road at Magdalena Drive increases the potential for a collision as a southbound vehicles attempt to make a left-turn onto Amar Road. Therefore, prohibiting the U-turn movements at the intersections will promote a safer traffic flow on Amar Road.
STAFF RECOMMENDATION:
THAT EASTBOUND VEHICLES BE PROHIBITED TO MAKE U-TURNS ON AMAR ROAD AT MAGDALENA DRIVE.
THAT THE TRAFFIC COMMITTEE FINDINGS BE FORWARDED TO THE CITY OF WALNUT FOR THEIR CONCURRENCE.
THAT THE CONSTRUCTION OF AN ACCELERATION LANE ON AMAR ROAD AT MAGDALENA DRIVE BE ADDED TO THE CIP BUDGET, IF FEASIBLE.
