A. OTHER MATTERS OR ORAL COMMUNICATIONS

This is the time when any member of the public may bring a matter to the attention of either Commission that is within the scope of duties assigned to that Commission. The Ralph M. Brown Act limits the Commission's and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. Either Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commissions, Oral Communications at this time on the agenda is limited to a total of 15 minutes.

B. PUBLIC HEARING

GALSTER PARK MASTER PLAN, AMENDMENT NO. 1
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Galster Park
(East of Aroma Drive and south of Galster Way)
REQUEST: The City is proposing to adopt an updated master plan for Galster Park that will guide new improvements and changes to the park in the future. Items to be addressed in the master plan amendment include multi-use trails, the family camp and wilderness camp, nature center, upper and lower parking lots, tot lot, signage, and safety and security.

5. Joint Commission discussion.
   
   
6. Planning Commission motion.

8. Motion by__________, seconded by__________ to waive further reading of the body of the resolution and adopt Resolution No. 05-50 , recommending to the City Council (approval/denial) of Galster Park Master Plan, Amendment No. 1.
   
   
9. Community Services Commission motion.
   
   
10. Motion by__________, seconded by__________ to adopt findings as recommended by staff.
    
    
11. Motion by__________, seconded by__________ to waive further reading of the body of the resolution and adopt Resolution No. ______, recommending to the City Council (approval/denial) of Galster Park Master Plan, Amendment No. 1.

Final action will be considered by the City Council at a public hearing tentatively scheduled for April 19, 2005.

This is the time when any member of the Commission may bring a matter to the attention of the full Commission that is within the scope of duties assigned to the Commission. Any item that was considered during the meeting is not appropriate for discussion in this section of the agenda. NO COMMISSION ACTION CAN BE TAKEN AT THIS TIME. If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting. The Commission may discuss or ask questions for clarification, if desired, at this time.
