Mayor Touhey called to order the special meeting of the West Covina City Council at 6:11 p.m. in the City Manager’s Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Mayor Touhey called to order the regular meeting of the West Covina City Council at 7:02 p.m in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported the following:
All members were present except Councilmembers Hernandez and Sanderson and prior to convening into closed session, all items on the City Council agenda were announced for inclusion in the closed session discussion.
Items on the City Agenda:
Public Employee Evaluation — City Attorney — The Council voted unanimously to receive and file the report.
Conference with Legal Counsel — Anticipated Litigation — One case — Direction was provided to the City Attorney’s office to take necessary legal action, there was no final action and nothing further to report.
CHANGES TO THE AGENDA None.
PRESENTATIONS Blue Star Video was aired.
Mayor Touhey presented West Covina Police Lt. Paul La Commare with a Proclamation designating October 14 through 20, 2007 as Red Ribbon Week.
Mayor Touhey presented Assistant Fire Chief Larry Whithorn with a Proclamation designating October 7 through 13, 2007 as Fire Prevention Week.
Assistant Fire Chief Whithorn introduced Fire Prevention Specialists Jason Briley and Brenda King and announced the Annual Fire Department Open House on October 13 at Fire Station 2.

ORAL COMMUNICATIONS
George Ogden George Ogden, representing the League of Women Voters, announced the upcoming Candidate Forum on October 10 in the Council Chambers; requested Council support of the GREAT Grant.
Irene Fleck Irene Fleck, representing Friends of West Covina Library, announced programs at the West Covina Library.
Royall Brown Royall Brown, West Covina resident, commented on placement of Council campaign signs; Brownsfield Program Cleanup Grant.
Joanne Wilner Joanne Wilner, West Covina resident, commented on Oral Communications at the Special meeting of the Community Development Commission of May 15, 2007 in which a proposed performing arts center was discussed. Ms. Wilner inquired as to whether Council is considering such a center and whether there would be a public discussion of costs and benefits.
Al Morales Al Morales, West Covina resident, complimented the Blue Star video.
Arthur Knowles Arthur Knowles, West Covina resident, spoke on the Corey Lidle monument that will be installed at Big League Dreams.
Jackie Fernandez Jackie Fernandez, West Covina resident, requested an update of the development of the lower plateau at Shadow Oak Park citing development and improvements at other West Covina parks and asked that improvements begin at Shadow Oak Park.
Mike Lee Mike Lee, Azusa resident, complimented the Blue Star video and the painting of the flags on curbs; promoted and voiced support of Roger Hernandez and Fred Sykes for Council; urged residents to vote.
Milford Walker Milford Walker, West Covina resident, commented that West Covina is no longer called the Headquarter City of the San Gabriel Valley; spoke in support of Councilmember Roger Hernandez.
Herb Redholtz Herb Redholtz, West Covina resident, inquired as to whether electioneering and/or campaigning was allowed during oral communications; spoke on the importance of the upcoming election; and voiced his support of a staff member who filed a complaint of harassment with the city.
Bruce Leinbach Bruce Leinbach, West Covina resident, commented on the upcoming election and candidates, notably Councilmember Hernandez.
Following councilmembers calling for a point of order regarding electioneering, City Attorney Alvarez-Glasman addressed electioneering and allowable comments under Oral Communications per the Brown Act. Council discussion followed.
Bruce Leinbach Bruce Leinbach, West Covina resident, continued with his remarks and commented on the character of Councilmember Hernandez and voiced his support of him.
Lloyd Johnson Lloyd Johnson, West Covina resident, commented on the complaint filed against the City by an employee due to harassment by a Councilmember; addressed upcoming election.
Paz Oliverez Paz Oliverez addressed her observations of Councilmembers’ behavior, residents and staff and other City issues.
Councilmember Sanderson Councilmember Sanderson responded to speakers’ comments and requested the City Manager address residents’ concerns of development at Shadow Oak.
Community Services Director McNeill informed the Council that the City has applied for two grants for funding the Shadow Oak Park improvements and Public Works Director Yauchzee provided a brief timetable to the construction at the park.

Prohibit overnight parking in posted West Covina Civic Center parking areas.
Traffic Committee Recommendation:
That parking between the hours of 3:00 a.m. and 5:00 a.m. be prohibited in posted areas of West Covina Civic Center parking lots pursuant to 22-9 of the West Covina Municipal Code. City and County vehicles, on-duty employees, and City permitted vehicles would be exempt.

Establish No Parking zones along the south side of Alwood Avenue between Tamar Drive to Willow Avenue and east side of Willow Avenue from Alwood Avenue for about 180 feet north.
Traffic Committee Recommendation:
Establish No Stopping zones along the south side of Alwood Avenue between Tamar Drive to Willow Avenue and east side of Willow Avenue from Alwood Avenue for about 180 feet north during the hours of 7:00 a.m. to 8:00 a.m. pending survey of the affected residents.
Establish No Stopping zones along north side of Alwood Avenue starting 170 feet west of Sunkist Avenue to Sunkist Avenue and on the west side of Sunkist Avenue starting at Alwood Avenue for about 100 feet north during the hours of 7:00 a.m. to 8:00 a.m., pending survey of the affected residents.
