A. OTHER MATTERS OR ORAL COMMUNICATIONS
This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.
By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

APPLICANT: Thomas Song
LOCATION: 1140 East Maplegrove Street
The applicant is requesting the second one-year extension of time on the above-referenced item.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. CONDITIONAL USE PERMIT NO. 08-06
CATEGORICAL EXEMPTION
APPLICANT: Ruben Cavazos
LOCATION: 3007 Cordova Court
REQUEST: The applicant is requesting a conditional use permit for a "large home" (a home that exceeds the maximum allowable floor area by greater than 25 percent) to allow an addition to an existing 2,760-square foot single-family house (including a 600-square foot attached garage). The proposal consists of a 3,025-square foot single-story addition. The house with the proposed addition will be 6,385 square feet, including the attached garage. The project is located in the "Single-Family Residential" (R-1) Zone, Area District IV.

APPLICANT: Hooters Restaurant, AJ Pappas
LOCATION: 3041 East Garvey Avenue North
REQUEST: The applicant is requesting a conditional use permit to allow the on-sale service of beer, wine, and distilled spirits in conjunction with the full service of food within an existing 6,600-square foot restaurant at West Covina Restaurant Row. The restaurant currently has a license to allow for the on-sale service of beer and wine only in conjunction with the full service of food. The project is located in the "Regional Commercial" (R-C) Zone.

A study session to consider the establishment of fence and/or wall standards on single-family residential properties adjacent to paseos in the Woodside Village area.
Staff recommends that the Planning Commission provide comment and direction as appropriate.

CODE AMENDMENT NO. 08-03
"SINGLE-FAMILY RESIDENTIAL" (R-1) AND "RESIDENTIAL AGRICULTURAL" (R-A) STANDARDS
A study session to consider updates to certain development standards and terminology in the "Single-Family Residential" (R-1) and "Residential Agricultural" (R-A) Zones.
Staff recommends that the Planning Commission provide comment and direction as appropriate.
E. OTHER MATTERS OR ORAL COMMUNICATIONS
This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Any item that was considered during the public hearing portion is not appropriate for discussion in this section of the agenda. NO COMMISSION ACTION CAN BE TAKEN AT THIS TIME. If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting.
