CITY COUNCIL
MISSION STATEMENT: To provide policy leadership for the community and administration on all issues that affect the health, safety and welfare of West Covina.
The West Covina City Council is the governing body with the authority to
adopt and enforce municipal laws and regulations. The City Council is
elected at-large to serve a four-year term. The City Council consists of four City Councilmembers and the Mayor who is appointed by the City Council to serve a one-year term. The appointment is made on a rotating basis based on seniority. There are no term limits for City Councilmembers. The Mayor and
City Council appoint members of the community to serve on the City's various
boards and commissions to ensure that a wide cross-section of the community is
represented in city government.
The City Council also appoints the City Manager and City Attorney. The City
Manager is the chief administrative officer and is responsible to the City Council for all operations. The City Attorney serves as the City's chief legal officer.
FY 2005-2006 ACCOMPLISHMENTS
- Represented the City on fifteen regional boards and committees
- Improved relationship with federal, state, and County of Los Angeles elected
officials Represented the City at numerous community events
- Improved the coordination and construction of various commercial projects
- Hosted the 4th Annual Business Recognition Dinner recognizing businesses in West Covina for their contributions to the community
- Completed relinquishment of Azusa Avenue from the State of California
- Successfully negotiated public safety personnel contracts
- Installed City Entrance Monument Signs at key locations throughout the
community
- Installed in-pavement lights to mark crosswalks around Willowood Elementary, Edgewood Middle, Cameron Elementary, Merced Elementary, Vine Elementary, Mesa Elementary, and Traweek Middle schools
FY 2006-2008 GOALS AND OBJECTIVES
- Implement changes to balance the budget, including, promoting economic
and redevelopment development to increase revenues and reduce operational
expenses
- Completion of the Citrus Workman project including the opening of West
Covina Nissan
- Complete construction and opening of commercial retail site at the BKK Site. Tenants include Home Depot and Target
- Continue site preparation for the proposed construction of an 18-hole
public golf course and "Big League Dreams"
- Work with regional representatives and legislators to secure funds to improve the infrastructure in West Covina
- Construct new median, curb & gutter, and street improvements throughout the community
- Construct and rehabilitate recreational trails at Galster and Heritage Parks
- Secure additional grants to pay for public safety capital and personnel costs
- Maintain the excellent level of service that residents have come to expect
- Upgrade public safety radio system

ADMINISTRATION
MISSION STATEMENT: To provide administrative leadership and
management for the daily operations of the City government under the direction
of the City Council.
Office of the City Manager
The City Manager is appointed by the City
Council and serves as the administrative
head of the City and the key staff advisor to
the City Council. The City Manager's
responsibilities are to implement policies as
directed by the City Council and to enforce
all municipal laws and regulations for the
benefit of the community. The City
Manager's duties are to direct and supervise
the departments, prepare and administer the
annual City budget, and plan and implement
key projects.
City Attorney
The City Attorney represents and advises the
City Council, Boards, Commissions,
officers, and employees in all matters of law
pertaining to their offices and official
activities; prepares all proposed ordinances,
resolutions and amendments; prepares or
approves the form of all other legal
documents; and represents the City in
litigation to which the City is a party. City
Attorney services are provided on a
contractual basis. This budget also includes
expenditures for the City Prosecutor and
other attorneys hired by the City for
designated cases.
Public Information
Provides the community with information
about city activities and issues through
channel 55, "Discover West Covina", the
web site, and local media outlets.

FY 2005-2006 ACCOMPLISHMENTS
Office of the City Manager
- Contributed staff time and encouraged staff to participate with non-profit
organizations. City staff donated over $4,500 to the United Way
- Provided staff support to various committees and regional commissions,
including the Los Angeles County Human Relations Commission and
League of California Cities
- Successfully solicited grants to reduce the costs to taxpayers for conducting the City's business, including $1.75 million for improvements to the intersections of Azusa and Amar and Vincent and Lakes Drive
- Improved the coordination and construction of various commercial projects
- Completed renewal of Mt. SAC contract for Community Television Programming
- Hired Legislative Advocates to support the City of West Covina's interests in Sacramento and Washington, D.C.
City Attorney
- Drafted numerous development agreements for the Community Development Commission (CDC)
- Successfully represented the City and the CDC in litigation matters
- Developed numerous written and verbal legal opinions for City departments
Public Information
- Cable programming remained at approximately fourteen to eighteen hours a day
- Expanded diversity of programming. Covered children, teen, cultural, and
other government related events
- Continued to expand the City's website, which now averages over 1,000,000
website hits per month
- Drafted numerous press releases and improved City's relationship with local
television and newspaper media organizations
- Completed Construction of WCCT's new editing and office facility at City
Hall
