NOTICE OF PUBLIC HEARING
NOTICE OF PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF WEST COVINA ON THE RESOLUTION OF THE CITY COUNCIL'S CONSIDERATION TO ADD TO THE PUBLIC FACILITIES AND SERVICES FINANCED BY THE COASTAL SAGE AND SCRUB COMMUNITY FACILITIES DISTRICT
NOTICE IS HEREBY GIVEN that the City Council of the City of West Covina will hold a public hearing on May 20, 2008 at 7:00 p.m., or as soon thereafter as the matter can be heard, in the City Council Chambers, located at 1444 W. Garvey Avenue, in West Covina, California. The purpose of the hearing is to consider and receive comments on the City Council's consideration to add pavement rehabilitation, curb and gutter rehabilitation, and storm drain cleaning, monitoring and repair to the public facilities and services authorized to receive funding through the Coastal Sage and Scrub Community Facilities District ("CSS District").
A copy of the "Resolution of the City Council of the City of West Covina Declaring its Consideration to Add to the Public Facilities and Service Financed by the Coastal Sage and Scrub Community Facilities District" is available for public review, Monday through Friday from 8:00 a.m. to 5:00 p.m. at the West Covina City Clerk's office (1444 W. Garvey Avenue, Room 317, West Covina, CA 91790). Further information may be obtained by contacting the City Clerk's office at (626) 939-8433.
At the hearing, any interested person may orally, or in writing, present their support for, or protest against, the proposed changes to the public facilities and services financed by the CSS District. If an interested person is not presenting their written protest in person at the hearing, he or she must file the written protest with the City Clerk at or before the hearing. The City Council may waive any irregularities in the form or content of any written protests, whether the protests concern the sufficiency of the proceedings or the changes affecting the CSS District. Protests against the regularity or sufficiency of the proceedings must be in writing and must clearly state the irregularity or defect upon which the protest is based. At the hearing, the City Council may correct minor defects in the proceedings.
If the property owners of 50% or more of land within the CSS District that is subject to the special tax file written protests against any of the proposed changes to the public facilities and services funded by the CSS District, then the City Council must eliminate those changes from the Resolution of Consideration and subsequent Resolution of Change. Also, the proposed changes must be excluded from the Resolution of Consideration and Resolution of Change for one year from the date of the hearing.
Approval of the proposed changes to the public facilities and services financed by the CSS District will ultimately be determined by an election. Landowners whose property will be subject to the special tax levied through the CSS District may submit their ballots in person or by mail to the City Clerk or other election officials appointed by the City Council. Landowners will be allotted one vote per acre within the CSS District. If two-thirds of the votes cast are in favor of the Resolution of Consideration, the City Council may then adopt a Resolution of Change to authorize the levying of a special tax. Following the adoption of the Resolution of Change, the City Council may commence the process of enacting an ordinance to levy the special tax to finance the additional public facilities and services funded by the CSS District.

NOTICE OF PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING BY ORDINANCE CERTAIN TIME LIMITATIONS WITH RESPECT TO THE REDEVELOPMENT PLANS FOR THE CENTRAL BUSINESS DISTRICT AND EASTLAND PROJECT AREAS.
NOTICE IS HEREBY GIVEN that the City Council of the City of West Covina (the "City") will hold a public hearing on June 3, 2008 at the hour of 7 p.m., or as soon thereafter as the matter can be heard, in the City Council Chambers in West Covina City Hall regarding amending certain limitations with respect to the redevelopment plans for the Central Business District and Eastland Project Areas pursuant to the provisions of Health and Safety Code Section 33333.6(e)(2)(D).
Copies of the proposed ordinance amending have been available for public review Monday through Friday from 8:00 a.m. to 5:00 p.m. at the West Covina City Clerk's office, 1444 W. Garvey Avenue, Room 317, and at the West Covina Community Development Commission, 1444 W. Garvey Avenue, Room 218, West Covina, CA 91790. Further information may be obtained by contacting the Community Development Commission staff at (626) 939-8417.
At any time before the date and time set forth in this Notice of Public Hearing, anyone wishing to comment on the proposed ordinance may do so by submitting written comments to the City Clerk on or before June 2, 2008. Interested persons are also invited to testify at public hearing.
