-Meet Your City Council-
As a general-law city, West Covina operates through the Council-Manager form
of municipal government. The five City Council members are elected at large
to overlapping terms of four years and annually select one of their members
to serve as Mayor. The City Council is the legislative body responsible for
the overall policies and direction for the City. They are the citizens'
representatives in local government. The City Council appoints residents to
serve on several commissions.

Quality of Life
To strive for West Covina to be a balanced and economically viable community, in which opportunities for employment, services and cultural enrichment are present for all who live in West Covina.
Responsive Government
To guarantee the safety, well being and protection of local residents and property rights, a maximum effort will be made to insure West Covina will be a safe and maintained community.
Dedicated Public Service
To provide the best possible level of service to the community through long-range planning, the recruitment and retention of quality employees dedicated to public service and the efficient and economical use of municipal revenues.
Balanced Community
To provide leadership and cooperation with community groups, neighboring communities, agencies and organizations at all levels in protecting and improving the quality of life in our region and in increasing the effectiveness of local government.
Community Safety, Precautions and Service
To vigorously protect and enhance the aesthetic and environmental quality for the entire community, with human needs being met within the financial capability of the City. To foster and promote a neighborhood identity within the values and goals of the community as a whole.
Municipal Leadership and Cooperation
To actively recruit and involve citizens in local government and decision-making process. Through citizen participation and communication, Council policy can be best served with fresh input and evaluation. At the same time, the community is enhanced by proactive communication from the City to increase awareness and understanding of municipal affairs.
