Mike Spence is the only Councilman born and raised in West Covina. Mike currently serves on the West Covina Audit Committee and as the city’s representative to the San Gabriel Valley Mosquito Vector Control Board and the San Gabriel Valley Council of Governments He has also been Mayor and City’s representative to the Sanitation Districts of Los Angeles County Board.

Mike attended local schools, played little league, and swam on the city's swim team. An Eagle Scout, Mike is still active as a Boy Scout Merit Badge Counselor and is a lay leader in his church. He graduated from Edgewood High School. Mike was elected Student Body President his senior year and served on the High School's School Site Council.

Mike graduated from UCLA with a degree in Political Science and served as a district chair of their alumni scholarship program.

At the age of 25, Mike was elected to the West Covina Unified School District Board. When elected the school district had closed schools, declared bankruptcy and had a state overseer. During his tenure, the district paid back the loan early, opened schools, promoted academic excellence and is fiscally sound. Mike was re-elected five times.

Mike was a founding board member of the California Virtual Academy-LA. High School. He is a past- President of the nationally recognized East San Gabriel Valley Regional Occupational Program/ Technical College where he served 18 years as a board member.

In 1996, the Speaker of the State Assembly appointed Mike to a four-year term on the Library of California Board. He is also a Life Member of the Friends of the West Covina Library. He was awarded the Samuel Adams Leadership Award from the Washington, D.C. based Local Government Council in 1997.

In 1998, the City of West Covina unsuccessfully sued Mike over his opposition to a multi-million tax increase. The tax failed and that effort continues to save homeowners hundreds of dollars. A Taxpayer Advocate, Mike has co-authored or authored arguments against unnecessary tax increases at the state and local level.

Mike has served on the City of West Covina's 4th of July Celebration Committee and the 2000 Census Committee. He completed four years as the taxpayer representative on the Mount San Antonio Community College Bond Oversight Committee and was a member of the San Gabriel Basin Water Quality Authority.

Mike has also served various non-profit boards including the local Meals on Wheels, the Board of Trustees of the Southern California Leadership Network and the Junior Statesmen Foundation. Due to his own experience Mike is active in addiction recovery.

Mike has been Chief of Staff to two state legislators, a county supervisor and a partner in several businesses.

Mike has appeared on numerous radio and television programs providing commentary on public policy issues including the John and Ken Show, the Laura Ingram Show, Fox News, MSNBC and CNN. Mike has also had editorials printed in the Los Angeles Times, Los Angeles Daily News, the Los Angeles Business Journal and other papers.

Mike is married to the former Marielena Barros and have two amazing kids Reagan and Nathanael.
