At the June 6, 2017, City Council meeting, the City Council approved a Community Participation Plan outlining the various methods for stakeholder outreach and community engagement in the creation of City Council District boundaries for District Elections.  Interested parties may subscribe to e-notification alerts at the following link: E-Notification Page.  E-notification subscribers will receive emails regarding upcoming community meetings and public hearings related to the creation of City Council Districts.

July 18th at 7pm in the City Council Chambersfirst public hearing regarding forming Council Districts as part of the City Council Meeting to solicit input regarding the composition of the districts prior to drawing the draft maps, and to demonstrate the use of the public participation kit map-drawing tools.

July 31st at 6:30pm at Cameron Community Center
- community input meeting on forming Council Districts as part of the Town Hall Meeting and to answer questions regarding the community participation kit map-drawing tools

August 9th at 7pm at Shadow Oak Park
- community input meeting on forming Council Districts and to answer questions regarding the community participation kit map-drawing tools

August 15th at 7pm in the City Council Chambers - second public hearing regarding forming Council Districts as part of the City Council Meeting to solicit input regarding the composition of the districts prior to drawing the draft maps, and to demonstrate the use of the public participation kit map-drawing tools.

September 19th at 7pm in the City Council Chambers - third public hearing regarding forming Council Districts as part of the City Council Meeting to solicit input regarding the content of the draft maps and the proposed sequence of elections.

October 7th at 10am at Cameron Community Center - community input meeting on Council Districts map

October 12th at 6:30pm at the West Covina Senior Center - community input meeting on Council Districts map

November 7th at 7pm in the City Council Chambers - fourth public hearing regarding forming Council Districts as part of the City Council Meeting to solicit input regarding the content of the draft maps and the proposed sequence of elections as well as 1st reading of the Ordinance to Adopt the District Map

November 21st at 7pm in the City Council Chambers - Council conducts 2nd reading (identical to 1st reading) and final adoption of Ordinance to Adopt the District Map

Three districts hold their first by-district elections

November 3, 2020
Remaining two districts hold their first by-district elections.

Community members are encouraged to attend the public hearings or submit written comments to the City Council regarding the district formation process.   Under state law, the City Council is to consider topography, geography, contiguity, compactness, and communities of interest in determining how to establish district boundaries.  We welcome your input on all of these factors, and also where you believe natural or man-made barriers exist which separate communities or which provide natural lines to serve as borders of districts.  Please email staff at Districts@westcovina.org for accessibility assistance or if translation services may be required you may call 626-939-8401.
