In September 2019 the State Legislature adopted Senate Bill (SB) 13 and Assembly Bills (AB) 68, 670, and 881 which were signed by Governor Newsom in October 2019 and will take effect January 1, 2020.
On December 17th, 2019, the West Covina City Council passed Ordinance No. 2465 to update our ADU ordinance to be consistent with the state.

ADU Project Facts
- The city has 30 days to review a project from the initial official submittal. At 30 days the applicant will receive a Complete Letter or an Incomplete (Correction) Letter.
- The average time frame for an ADU project ranges from 2 to 2.5 months for Planning approval only.
- The average cost for the application(s) and Planning review is $1,000 - $1,500.
- If any of the items listed on the application are not provided or the application is not notarized by the property owner. The Planning Division WILL NOT accept the application.
