Refuse Rate Adjustments - Effective October 2018

On Tuesday, October 16, 2018, the City Council for the City of West Covina held a public hearing regarding refuse rate adjustments. For more information about this hearing and the adopted rate changes please view the public hearing announcement.  At the public hearing, the City Council received all written protests and objections to the proposed rate charges.  

Low Income Senior Waste Collection Discount

The City of West Covina and Athens Services offer a 25% reduction rate on waste collection fees. Offer applies to West Covina residents ONLY, low-income seniors 62 years or older residing in single family homes. The maximum allowable gross household income ranges from $54,250 to $102,300, based on household size. Materials Recovery Facility

Athens Services is contracted by the City to provide waste hauling service in West Covina and for their material recovery facility (MRF) program; the City's waste is sent to a materials recovery facility where recyclables from the waste stream are retrieved. 

Residents use green waste containers for plant/grass clippings which are diverted to landfills and used as an alternative daily cover. Black trash containers/bins are for the trash produced by businesses or multifamily customers for trash. 

Curbside sorting is not necessary, although residents may pre-sort their own trash to recycle and redeem their Cash Refund Value (CRV) items. 

Waste will not go directly to a landfill. Instead, the waste goes to Athens' MRF for separation of recyclable materials from disposable materials. This process has increased the City's diversion rate to 58% for the year 2003, higher than the State-mandated 50%.

Bulky-Item Pickup

For removal of bulky items from single family homes including water heaters, furnaces, bed springs, mattresses, dressers, couches, washers, dryers, stoves, tables, chairs, refrigerators, freezers, air conditioners, patio furniture, bundles of wood or tree branches, etc. To schedule your pickup or for more details contact Athens Services at least one day before your regular collection day.

Athens Clean Up Saturdays

This annual program provides once a year, unlimited pick-up of household trash. This program is available to City of West Covina Athens residential customers only. It does not include L.A. County unincorporated areas.All items must be placed at the curb by 6:00 a.m. on your designated Saturday. Vegetation and tree branches must be cut and bundled to no longer than 4 ft. in length. In order to prevent trash from overflowing and spilling into the street all trash must be contained in a trash bin or closed container such as a box or bag.

  • Any Hazardous materials
  • Rocks, dirt, sand, gravel, sod, asphalt, concrete, etc.
  • Unbound vegetation & branches
  • Electronic Waste, monitors, batteries
  • Syringes/sharps, pharmaceuticals
  • Automobile parts, tires, oil
  • Any items placed after the area has been serviced.

If you miss your Saturday, Athens Services provides bulky item pickup up to five items per week to all West Covina Athens residential and multifamily customers free of charge. Please call 626-336-6100, 24 hours prior to your scheduled collection date.

Move-in/Move-out Service

When you move in or out of your residence in West Covina, you are permitted unlimited waste collection pickup as a one-time only courtesy. To arrange this service call Athens Services.
